The scope of the Permits Order System (POS) implementation is the provisioning of a system aiming End-users to manage quickly and efficiently procedures and tasks related to licensing of the Cellular Network Locations. The issue of a license indicates that the location where a Telco provider has already installed or will install any equipment is in accordance with the rules and laws that have been defined by the responsible principles of the state.
In more details, the system provides:
- Project Management Functionality: System handles each license as a distinct project with a unique Id. The user is able to initiate, modify or cancel licensing projects. The management of the project includes monitoring through Gant diagrams, milestones’ definition, usage of predecessors, delays’ classifications, etc.
- Decision Support Functionality: Recommendations regarding several licensing scenarios, MIS – Business intelligence, Drill-down reporting.
- Knowledge Management Functionality: The system can serve as repository of the relevant documentation, including Permits, Drawings, Maps, Internal forms, etc. The application also supports troubleshooting functionality, providing predefined guidelines to End-user according to the type of the problem.
- Basic Process Control Management Functionality: The Business Administrator of the system is able to define templates, each one corresponding to a distinct Basic Business Process. The initiation of a new license is performed using one of these templates. Control Management is performed through the usage of KPIs extracted by the system and benchmarking calculations based on project type.
- Business Procedures: Based on the objective, a variety of functions and procedures have been covered (i.e. licensing of locations hosted new nodes, licensing of locations whose nodes are modified, licensing whose nodes are collocated with nodes from other carriers, etc.). Each activity corresponds in more than one workflow, depending on the license type. In certain points alternative activities can exist, that depend on the output of the previous activity.
